Came across this info when researching: Milliken v. Bradley:
A suit charged the Detroit School System of being racially segregated. After the review, it was concluded that the system was segregated and the district court ordered the creation of a desegregation plan for 53 school districts.
In a 5-4 decision for Milliken, the court stated that it saw no evidence of violation by the school districts or interdistrict violation. The court also stated that, desegregation of breaking up a school system for did not require any racial balance in schools. Basically denying desegregation plans in Detroit and keeping the suburban white schools segregated. This also went against the Brown vs. Board of Education decision, which stated that separate educational facilities are unequal.
